Fix weathergov provider hourly weather forecast (#3011) 
Hourly forecast wasnt converted properly during the last release cycle,
one fix and two cleanups were necessary.

Fixes #3010

Weather Module

This module will be configurable to be used as a current weather view, or to show the forecast. This way the module can be used twice to fulfill both purposes.
