- Mark "concise" as deprecated

Browse Source 
- Restructure other changes to UPGRADE.txt and CHANGES

We're still looking for scripts that replace 
	asterisk -rx "show shannels concise"
by using the manager interface, but still produces the same output.
Anyone?
