Refactor extraneous channel events

This change removes JitterBufStats, ChannelReload, and ChannelUpdate
and refactors the following events to travel over Stasis-Core:
* LocalBridge
* DAHDIChannel
* AlarmClear
* SpanAlarmClear
* Alarm
* SpanAlarm
* DNDState
* MCID
* SIPQualifyPeerDone
* SessionTimeout
